Congress means a group of people.This word has been taken from N.America. In 1884,Indian National Union was founded. Initiator : Allan Octavin Hume (Retired ICS). Later the name of the organisation has been changed into Indian National Congress. 28th Dec,1885 – First session of INC was held at Gokul Das Tejpal Sanskrit College at Mumbai.(Venue changed from Pune due to the outbreak of Cholera). No of Delegates attended – 72. First President of INC – Womesh Chandra Banerjee. The INC in the early years was under the influence of moderates,who were loyal to the British rule and did not talk of independence.Therefore Congress at that time believed that the English Parliament was Mother of Democracy all over the world and the British Constitution was the best of all the Constitutions. Created a national awakening among the people, Popularised the ideas of democracy,civil liberties and representative institutions. Dadabhai Naoroji(Grand Oldman of India) in his famuos book ‘Poverty and Unbritish Rule in India’ wrote Drain Theory (Economic Exploitation of British in India).Later Government appointed Welby Commission(Naoroji as its member) to enquire into this matter. Succeeded in getting the expansion of the legislative councils by the Indian Councils Act of 1892.
